The Asset Tracing and Management Agency announced a competition to select the manager of the Gulliver shopping and entertainment center, which was transferred to the management of the agency by court decision. The press service of the agency reported this on Wednesday, October 30.
The value of the object is 7.6 billion hryvnia. ARMA prepared all the necessary tender documentation for holding a transparent competition for the selection of a manager.
The competition will be held through the Prozorro public procurement system. All interested participants who meet the eligibility criteria are welcome to submit their management proposals.
At the same time, ARMA established the highest possible four criteria for asset selection in management:

The participant must have the appropriate status of property with a total value of at least 100 million UAH.

The participant must have a permanent and improved team of specialists who must have relevant areas of higher education and professional experience in performing their duties in the acquired educational specialty.

The participant must provide evidence of experience in fulfilling similar contracts and engaging in certain types of business activities (KVED: 68.20, 82.30, 93.29) for at least the last 3 years.

The participant must confirm his financial solvency using official data submitted to the regulatory authorities.
According to the agreement, a minimum monthly guarantee payment of 17.38 million hryvnias was provided for the future manager. This is the minimum amount that the manager must pay during the management reporting month.
The selection competition starts with 70% of the income, which must be paid to the state budget from the income received from property management. The winner of the competition is the one who offers the highest payout percentage.
Foreign enterprises can also participate in the selection of the asset manager. Previously, ARMA resolved issues under the Ministry of Economy for foreign investors.
We would like to remind you that at the beginning of June, the Shevchenkovsky District Court of Kyiv transferred the property of the shopping center to the management of ARMA Gulliver businessman Viktor Polishchuk.
And last year, detectives from the Bureau of Economic Security (BEB) reported suspicion to the director of the shopping center Gulliver in tax evasion of almost 146 million Hryvnia.
