The Verkhovna Rada began considering the draft state budget for 2025 in the first reading. MP Yaroslav Zheleznyak reported this on Telegram on Wednesday, October 30.
“The Rada accepted the “budget conclusions” as a basis,” Zheleznyak wrote and added that 234 people’s representatives voted for the corresponding resolution.
Next, people’s representatives will consider amendments to the draft state budget.
“Their (amendments – edit.) many, so it will be until the night,” the people’s deputy warned.
According to Zheleznyak, on Thursday there will be “voting of amendments “to confirm” and voting of conclusions on the budget as a whole, which is in fact a vote for the budget in the first reading.”
He recalled that the conclusions will be transferred to the government and they will wait for the text of the draft budget to be returned, “to have a final vote before November 20.”
Zheleznyak also said that the parliamentarians supported the 244 vote amendment No. 155, which canceled the salary increase of prosecutors in 2025 by 3 billion hryvnias.

As the head of the Cabinet of Ministers, Denis Shmyhal, said, revenues are expected at the level of UAH 2 trillion, and expenses are planned at the level of UAH 3.6 trillion.
