Ukraine and the IMF estimate additional financing needs in 2025 from its eastern partners at $12-15 billion. Finance Minister Sergei Marchenko said this in an interview for RBC-Ukraine, published on Tuesday, July 30.
He recalled that when preparing the current program with the IMF, one of the main parameters determined that the active phase of the war would last until the middle of the 24th, but this forecast was not realized.
“At the moment we continue to talk with our partners that we need additional financial certainty because the war will continue in 2025 and we need to have a buffer,” said the minister and estimated these additional needs for the next year at $12-15 billion.
According to Marchenko, these estimates are fully consistent with discussions between the Ministry of Finance and the IMF.
“They may also see this as an additional requirement from what we currently have in the program,” the minister said.
At the same time, in his opinion, Ukraine, by raising taxes, should also give a signal to its partners and close the mouths of critics who say that the contribution of the Ukrainian side is not enough.
“We show that we are ready for the most difficult decisions, that we also make our contribution. We go to our partners and say: there is a deficit of 500 billion hryvnia and here is a solution to cover it by 2025 you give us enough financial assurance for us to supply the budget,” explained Marchenko.
Now, according to him, according to the IMF program, the assurances of our partners are not enough for the government to submit a balanced budget for the next year to the Rada.
As you know, at the beginning of July, the state budget of Ukraine received another tranche of a loan from the IMF in the amount of $2.2 billion. At the same time, to receive the next loan, the fund set two additional requirements for Ukraine.
It was also reported that after receiving the tranche, Ukraine took second place in the world in terms of debt to the IMF.
