The Cabinet of Ministers approved a reform plan that systematized reforms in Ukraine, taking into account the recommendations and proposals of partners – the Reform Matrix. Prime Minister Denis Shmyhal said this at a government meeting on Tuesday, June 4.
“Today we are making an important and unique decision to change our country, we are officially approving the Reform Matrix and the procedure for monitoring the implementation of the recommendations and conditions given to us by international partners,” he said .
According to Shmygal, we are talking about a plan of changes that systematizes reforms and includes officially approved recommendations and documents of the European Commission, structural beacons of the IMF, the Ukraine Facility Program Plan and the conditions of the World Bank.
The Prime Minister explained that the name Reform Matrix was chosen because there is a clear priority, sequence and assessment of the impact of each reform on the economic growth and recovery of Ukraine. Moreover, it was created with the help of the World Bank, and the expected reforms were analyzed using the method of the Growth Center at Harvard University.
“More than 200 reforms are planned for 2024. About 400 indicators for their implementation have been developed,” said Shmyhal.
According to him, there are three priorities in the reform:

Macroeconomic policies are the basis for economic recovery and fiscal sustainability;

Institutional changes – fight against corruption, reform of law enforcement agencies, increasing the capabilities of Ukraine and regional institutions;

Structural reforms are policies related to human capital, as well as measures to facilitate trade and improve the business environment.
Shmygal added that today a special web portal is being launched, where all the indicators, the content of the reforms, and the schedule for their implementation are collected.
“The reform matrix is a unique tool for our state. Everyone can see in real time that Ukraine is changing,” he assured.
Let’s recall that in May the EU authorities finally approved the Ukraine Plan, which is necessary for the implementation of the Ukraine Facility program in the amount of 50 billion euros. This will allow our country to receive almost 1.9 billion euros.
