This government decision is part of the broader deregulation policy currently underway, said Denis Shmygal.
The Cabinet of Ministers canceled the resolution limiting the import of business services. Prime Minister Denis Shmyhal said this at a government meeting on Tuesday, May 7.

“We are canceling Cabinet Resolution No. 153, which limits payments for the import of goods and services. This is something very important for business,” he said.
According to him, liberalization will open new opportunities for domestic entrepreneurs – to enter new markets and strengthen Ukrainian exports.
Shmygal said the government’s decision is part of a broader policy of deregulation currently being implemented.
“More than a thousand permits, licenses and certificates that regulate the interaction between the state and business have been reviewed, some will be completely canceled, some will be simplified, some will be converted to digital data,” he added.
As is known, after the outbreak of a large-scale war in Ukraine, there are strict restrictions on the import of goods and services introduced by the government and the NBU. They are regulated by Decree No. 153 of February 24, 2022 On some issues of ensuring imports.
In July 2022, the government removed restrictions on goods, but left restrictions on services, the acquisition of which requires separate decisions by the government and the NBU. In particular, this concerns state-owned enterprises. Once this decision is made, the restrictions will be lifted.
We remind you that a few days ago the NBU also made changes to its regulations and removed restrictions for businesses on the purchase of services.
