Danilo Getmantsev said that the plan for revenues from the Unified Social Security Fund was not fulfilled, but it did not affect the indexation in March.
Receipts to the Pension Fund of Ukraine (PFU) in January–February amounted to UAH 127.2 billion, which is 5% (UAH 5.7 billion) more than in the same period last year, but lower than planned. The head of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, Danilo Getmantsev, announced this on Monday, March 18, on his Telegram channel.
He added that the plan for revenues from the Unified Social Fund, which is the main source of income for the Pension Fund, was not fulfilled for the specified period:

on the part of the unified social contribution, allocated for pension insurance – by 9.9% (deficiency of UAH 7.6 billion);

in the share of the unified social contribution, distributed for social insurance related to the loss of working ability – by 15.3% (lack of UAH 0.9 billion).
He claimed that “this is due to lower wage budget expenditures in January–February due to the need to economize in the face of shortfalls in external budget financing.”
The official recalled that the state is the largest payer of unified taxes in society, including salaries of public sector employees and monetary support for military personnel.
The head of the Committee added that for the same reasons, the transfer from the state budget to the Pension Fund in January-February was 7.2% less (UAH 3 billion) than in the past.
“In March-April, the situation with budget expenditures on wages and pensions will be level, which will support the income of the Pension Fund,” assured the deputy.
The decrease in the income of the Pension Fund at the beginning of the year did not affect the indexation of pensions by 8% from March 1 of this year: the updated pensions for 10 million Ukrainian pensioners for March will be paid in time and full, added Getmantsev.
Let’s recall that the Ministry of Social Policy has expressed concerns that in the absence of international financial assistance, the indexation of pensions in 2024 may not take place. At the same time, Prime Minister Denis Shmygal insisted that the government will ensure the timely payment of pensions and benefits this year.
