Ukraine spent about $5 million lobbying the United States in the first year of Russia’s full-scale invasion. However, just one year later, in 2023, costs were reduced by nearly 93% – to $367,000
On average, Ukraine has spent about $270,000 a year lobbying the United States since 2015. The exception is the year 2020, when the state has no government spending on lobbying.

In the face of all-out war, Russia spent an average of $38 million a year lobbying its interests in the United States. However, already in 2022, lobbying costs will decrease more than 10 times. The largest amount for Ukraine’s influence in America in 2022 was spent by the Government of Ukraine, more than $3 million, and the Ministry of Finance, almost $2 million.
Let’s remember that Ukraine recently adopted a bill on lobbying – that is, on any influence on government officials to defend the interests of the state.
