The actual borrowing of the government in the general fund of the state budget in January reached only 34.6% of the planned.
Ukraine’s state budget deficit decreased to UAH 14.9 billion in January after rising to a record UAH 285 billion in December 2023. The State Treasury reported such operational data to the Ministry of Finance on Monday, February 5.

It is indicated that the general fund deficit last month decreased to UAH 33.3 billion from UAH 274.4 billion in December.
At the same time, state budget revenues in January amounted to UAH 154.2 billion, including the general fund – decreased to UAH 116 billion compared to UAH 127.1 billion in December.
At the same time, the monetary expenditures of the state budget in January amounted to UAH 169.3 billion, including the general fund – UAH 149.5 billion.
For comparison, in December, the monetary expenditures of the state budget were a record – 548.2 billion UAH, and for the general fund they reached 397.7 billion UAH.
The Ministry of Finance also indicates that the borrowing plan in January was fulfilled only by a third – UAH 43.28 billion, or 34.6% of what was planned for this period.
Including from the placement of government bonds, UAH 32.03 billion was allocated to finance the state budget, including UAH 19.3 billion ($250 million and 235 million euros) in foreign currency. At the same time, UAH 20.8 billion was raised through the issue of military government bonds.
Only UAH 11.25 billion ($297 million) of IBRD loans came from external sources in January as part of the financing of the Investment in Social Protection for Inclusion, Sustainability and Efficiency (INSPIRE) project guaranteed by Japan.
At the same time, payments to repay the public debt for January 2024 amounted to UAH 17.5 billion (94.6% of the plan), service payments – UAH 9.5 billion (90.6% of the plan).
We remind you that in December 2023, the state budget deficit of Ukraine reached a record amount. In general, for the year it reached more than UAH 1 trillion.
