Russian subsidies to the “authorities” of the occupation of the territories of Ukraine in 2023 amounted to 513 billion rubles.

Over the past year, Russia spent 513 billion rubles from the federal budget for subsidies to the labor administrations of Ukraine’s Donetsk, Lugansk, Kherson and Zaporozhye regions.
The budget dependence of the work administration of the so-called “DPR” on federal aid in 2023 is 82% – it received 233.9 billion rubles in subsidies.
The income of the labor administration of “LPR” consists of 81.6% of federal subsidies, amounting to 188.7 billion rubles until the end of 2023.

The income of the labor administration of the Zaporozhye region consists of 89.5% subsidies – it received 72.8 billion rubles from the Russian budget.
Subsidies for the maintenance of the Kherson region’s subject areas amounted to 52.2 billion rubles or 86.8% of all income.
The occupied Crimea should receive another 162 billion rubles from the federal budget of the Russian Federation, but the publication does not provide actual data for this.
In 2024, the Russian authorities plan to significantly reduce subsidies for the maintenance of occupied territories – up to 430 billion rubles (including Crimea).
In particular, for the administration of the work of “DPR” the level of subsidies should be reduced to 65.6% (up to 137.4 billion rubles), of Crimea – to 63.5% (126.7 billion rubles), “LPR” – to 63% ( 92.6 billion rubles), Kherson region – up to 74% (33.2 billion rubles), Zaporozhye region – up to 72% (40 billion rubles).
In 2023, the actual subsidies for maintaining the administrations at work far exceeded the plan. For example, for “DPR” they turned out to be 37% higher than planned. At the same time, the largest source of own income of the labor administrations (about 80%) is the personal income tax.
Free receipts from the federal budget are only part of Russia’s expenses for maintaining the occupied territories. In addition, there is a separate program for their “restoration” at the cost of about 900 billion rubles for 2024–2026. Part of these costs will be transferred to the regions of Russia.
Let’s remember that in the past year the National Welfare Fund of Russia has decreased from 9 to 5 billion rubles. This was facilitated by Western sanctions and the exchange rate of the ruble.
