The sanctions include shipping company Hennesea Holdings Limited (Hennesea), based in the United Arab Emirates. It is the ultimate owner of 18 tankers, including the HS Atlantica, previously identified by the US Treasury Department’s Office of Foreign Assets Control (OFAC) as carrying crude oil of Russian origin at prices above $60 per barrel.
Established shortly before the price restrictions came into effect, Hennesea, which was established at the end of 2022, acquired old tankers carrying Russian crude oil and petroleum products. Hennesea tankers have repeatedly carried out activities in the ports of the Russian Federation.
As you know, in December 2022, Western countries set the upper price limit for sea exports of Russian oil at $60 per barrel. The sanctions also prohibit Western companies from providing services for the transportation of oil from the Russian Federation at a price higher than the price.
This restriction forced Russia to redirect oil sales to China and India, as well as to create a “shadow fleet” of tankers.
