Ukrenergo’s debt to Ukrhydroenergo in balancing the market reached 8 billion Hryvnia. If you do not start to solve the problem of non-payment, then the debt within a year can grow to 12-16 billion hryvnia. This was stated by Bogdan Sukhetsky, Deputy General Director for Commercial Activities of Ukrhydroenergo, in a discussion at the Energy Club.
A representative of the company noted that if at the end of 2022 market balancing debts at Ukrhydroenergo reached 4 billion Hryvnia, then at the beginning of 2024 they will grow to 8 billion Hryvnia.

“What will happen next, 12 billion hryvnias, and six months later 16 billion hryvnias? And what will we do? And we must provide these market balancing services, because this is our responsibility as an energy company. Therefore, where we are going next is unclear.” , said Sukhetsky.
Ukrenergo owes participants in the electricity market balancing more than UAH 18 billion, while participants in this market segment owe the company more than UAH 30 billion. The debt problems in this market are due to the fact that many consumers, mainly state-owned companies, consume electricity but do not pay for it.
“Ukrenergo owes us 8 billion hryvnias. This is a huge amount for our company, which does not cover a large amount of generation in the energy system. And it is always unclear to me why the percentage of non-payment is very high… Payment must be made as soon as the invoice is issued,” – said a representative of Ukrhydroenergo.
According to Sukhetsky, the company performs about 50,000 dispatcher orders every year in balancing the market to support the energy system, but until each participant is 100% responsible for the calculations, nothing can be fixed.
He is convinced that it is necessary to carefully adjust the situation with those who can be disconnected for electricity consumed but not paid for in the balancing market, and who is not. “It seems to me that severe responsibility and severe punishment are effective mechanisms for solving the problem of non-payment,” emphasizes Sukhetsky.
Let’s recall that earlier the Ministry of Energy ordered the participants of the electricity market and the Ukrenergo company to take measures to reduce the mutual debt that arose in the period from January 2020 to November 2023.
