It turns out that a man named Bienvenido Rosario won the prize by playing the Platinum Jackpot instant lottery. The cost of such a ticket is ten dollars.

The winner told lottery officials that he plans to use the money to build a rental house. He already has a piece of land that he plans to build.

However, he will not see the $4 million immediately because Rosario chose the annuity option, so he will receive 20 annual payments and has already taken home the first payment of $200,000.
