Business and Ukrzaliznytsia need to find a compromise solution to tariffs, noted Vladimir Shchelkunov.
Tariff hike for rail transport initiated by Ukrzaliznytsia, will lead to an increase in prices and a decrease in the competitiveness of domestic products. The Cabinet of Ministers has to hold business consultations. This statement was made by the President of the Ukrainian National Committee of the International Chamber of Commerce ICC Ukraine Vladimir Shchelkunov.
“Previously, we did not make a one-objective game: we got together, talked and found a compromise. In some ways, the industrialists and businessmen surrendered to the railroad, in some ways the railroad agreed, but we found a middle ground. Now it is also necessary to conduct a dialogue – because it is necessary not to issue ultimatums, but to find a solution,” said Shchelkunov.
He emphasized that the tariff increase Ukrzaliznytsia will lead to higher prices and loss of competitiveness. Exporting certain types of products will be unprofitable, as producers will go into the red.
“So, I think, the Ministry of Transport and the Cabinet of Ministers will not agree to this – they will just increase it as much as they want. I think that consultations and dialogues will be held with industrialists. This is only way to reach a compromise – Ukrzaliznytsia industrialists must also be met halfway, do what they demand so they can work. A tariff increase will lead to really undesirable results that will take a long time to correct. Therefore, it is necessary to find a compromise solution,” concludes Shchelkunov.

As of July 2022, the company has already increased tariffs by 70% – this led to an increase in the cost of Ukrainian products and a reduction in the volume of enterprise production, even in conditions where exporters do not have alternative routes.
During the eight months of this year, compared to the same period in 2022, the transportation of coal fell by 15%, oil and ferrous metals – by 22%. The worst situation is the transportation of rugelez, manganese and coking coal – the transportation of these minerals decreased by 38%.
At the same time, Ukrzaliznytsia promised not to increase freight transportation tariffs in 2023.
