President Vladimir Zelensky approved the decision of the National Security and Defense Council of Ukraine dated October 17, 2023. In organizing the protection and ensuring the safety of functioning of critical infrastructure and energy facilities of Ukraine in the context of military operations. The presidential order will take effect on the day of its publication.
According to the decision of the National Security and Defense Council, the Cabinet of Ministers must ensure, within 10 days, the completion of work and measures for the proper engineering and physical protection of critical infrastructure facilities, increasing the number and strengthening the defense capabilities of fire groups from the Armed Forces of Ukraine and the National Guard of Ukraine, which conduct air defense cover, protection and defense of critical infrastructure facilities.

The government is also obliged to take measures within 10 days to ensure that operators of critical infrastructure in relevant facilities create conditions for the protection of personnel and carry out evacuation measures in case of of emergencies, create reserve equipment and spare parts for timely restoration. of damaged facilities, and create an insurance fund for documentation for unique equipment and archiving critical databases, as well as provision of critical infrastructure facilities.
In addition, the Cabinet of Ministers was ordered to approve, within three months, a plan of measures to restore critical infrastructure facilities in the fuel and energy sector, which were destroyed and/or damaged as a result of armed aggression by Russia, and to determine the sources of financing for this plan.
The government is also obliged to develop and approve in 2023, identifying sources of financing Energy Conservation Plan of Ukrainewhich provides measures for the systematic monitoring and analysis of threats to the energy infrastructure, establishing requirements to ensure the safety and maintenance of the energy infrastructure, as well as alternative energy supply for critical infrastructure facilities which ensures the provision of essential services, mainly through the development of a decentralized energy system based on small distribution systems.
“The Cabinet of Ministers, together with the General Staff of the Armed Forces of Ukraine: monitor the situation with critical infrastructure facilities in the fuel and energy sector to update the list of critical infrastructure facilities that require priority that of air defense,” the NSDC said in the decision.
The government, together with the General Staff, is obliged to take measures within 10 days to strengthen the combat capability of mobile fire groups from the Armed Forces of Ukraine and the National Guard of Ukraine, providing air defense cover, protection and critical infrastructure defense.
