Unblocking ports for all types of products will significantly increase the flow of foreign currency and increase the margin for exporters, Alexander Kubrakov said.
Restoring the full operation of ports is the fastest way to improve the economic situation in Ukraine. The Minister of Development of Communities, Territories and Infrastructure Alexander Kubrakov said this at the conference “The Future of Ukrainian Exports,” Uaprom reports on Wednesday, October 4.

He recalled that in order to restore the economy, Ukraine needs investments and insurance, but the restoration of normal logistics and the operation of Ukraine’s deep-water ports are the only factors that can quickly and significantly change the situation.
“In this case, the agricultural market earns more, receives a completely different margin, can compete and invest. Also, the metallurgical industry may no longer start operating at 20-30% (of capacity – ed .).And this is billions of dollars in foreign exchange earnings – about $1.6 billion in additional income monthly,” said the minister.
According to him, the authorities of Ukraine are talking with the United States and Great Britain about the use of mechanisms that can reduce the cost of insurance for cargo owners in our country. In addition, work is underway to strengthen air defense capabilities in the southern region to protect ports from Russian shelling.
“We expect that there will be a significant improvement in air defense in these areas,” he said.
Currently, there is a temporary corridor for civilian ships in the Black Sea, established by the Ukrainian Navy together with the Ministry of Infrastructure. Many ships with agricultural and metallurgical products, which have been blocked in the ports of Greater Odessa since the beginning of a large-scale war, have passed through here, as well as some ships loaded in the ports of Ukrainian after Russia’s withdrawal from the Black Sea Grain Initiative. In total we are talking about 10 ships.
Earlier, the Federation of Employers of Ukraine published data according to which the complete unblocking of Black Sea ports for all types of cargo would give our country a 15% increase in GDP. It will also provide 200 billion hryvnias of additional tax revenue per year and more than $25 billion of additional foreign exchange earnings annually.
