The actual electricity deficit in the first quarter was 15%, which is half of what was expected in the National Bank’s January macro forecast.
The impact of the power shortage on the Ukrainian economy was significantly lower than expected. The Deputy Head of the National Bank, Alexey Shaban, said this, the press service of the regulator reported on Wednesday, September 27.

According to him, first, it is facilitated by the higher stability of the energy system. According to NBU estimates, thanks to the quick adjustment and warm weather, the actual deficit in the first quarter was 15%, which is half of what was expected in the January macro forecast.
Second, the business and the population have become more resistant to power outages, in particular, due to the purchase of equipment to ensure energy autonomy – generators, Shaban added.
According to the National Bank, the destruction of the Kakhovka hydroelectric station led to a temporary decrease in hydroelectric generation to reduce the negative impact on the Dnieper riverbed. But thanks to the large amount of rain, it has already hit in July.
The NBU predicts that in the fourth quarter of 2023 – the first quarter of 2024, the electricity shortage will not exceed 5%, Shaban said.
In addition, the regulator expects a smaller impact of preventing energy shortages on economic activity than last year, especially due to established electricity imports. However, preparations are being made for possible more difficult energy conditions.
Earlier, Ukrenergo said the energy system would be viable this winter. Preparations for the heating season are underway now – up to 80% of the work has been completed. Particular attention is paid to protecting the equipment from possible attacks.
