More than half of the amount is directed to financial maintenance of military personnel and to meet the needs of the Armed Forces of Ukraine.
The amount of expenditures of the general fund of the state budget for January-May 2023 exceeded UAH 1.1 trillion. This was announced by the Ministry of Finance on Friday, June 16.

“For January-May 2023, the total amount of cash expenditures of the general fund of the state budget was UAH 1,143.2 billion. In May, expenditures reached UAH 277.7 billion,” the report said.
In the structure of costs, mainly directed to wages with accruals – UAH 470.6 billion (in May – UAH 99.1 billion) or 41.2% of total costs. In particular, UAH 366.4 billion was allocated for the maintenance of military personnel. In May, this figure reached UAH 76.6 billion, which is slightly more than in April.
Another 280.4 billion UAH. (UAH 65.3 billion in May) was used to pay for the use of goods and services, or 24.5% of total spending. This amount includes UAH 190.9 billion to support the Armed Forces of Ukraine. This is the acquisition of military equipment, weapons, ammunition, defense products, personal protective equipment (helmet, body armor and other special equipment).
At the same time, UAH 221.8 billion was allocated to social security (UAH 44.1 billion in May), or 19.4% of total spending.
Recall that in the first quarter of 2023, 61% of state budget expenditures will be directed to Ukraine’s defense and security capabilities. 389 billion hryvnias were spent for these purposes.
