National Society of Mining, Petroleum and Energy (SNMPE) decided on a possible concession without prior bidding for Lots I, VI, X and Z-2B of Petroperú, which would be confirmed by the Minister Energy and mines.
“Peru’s political constitution establishes that the state must ensure free competition in the field of investment, and that all investors, whether public or private, must be treated equally. A decision like the one announced is contrary to constitutional principles, causing distortions in the market,” the SNMP stressed.
According to the union, more than one actor is interested in the oil shipment; For this reason, Perupetro is obliged to conduct a tender, as only in this way is free competition and on equal terms guaranteed.
“As a country, we urgently need a clear policy that will attract more investment and interest more players who compete by presenting their best technical knowledge; but not measures that go in the opposite direction,” the mining union said.
In continuous crisis
The SNMPE warned that the hydrocarbon sector is “going through one of the worst crises in its history.” Only 40,000 barrels of oil are produced per day, which is the minimum compared to the growing demand in the domestic market, which exceeds 250,000 barrels per day, forcing us to be a net importer of fuel.
“As part of this crisis, the national company is going through a difficult financial and operational phase. Therefore, we must focus on promoting transparency, good corporate governance and effective financial management. Petroperú belongs to all Peruvians and we must ensure its sustainability,” he stressed.
In addition, he stressed that today the state-owned company already has unfulfilled obligations, such as operating the North Peruvian pipeline, ensuring the operation of Block 192, among other things, and managing the work envisaged by the Loreto Gap Closure Plan.
