The Cabinet of Ministers raised the value of excise stamps for alcohol and tobacco products by 80%.
The government revised the amount of fees for excise stamps for alcoholic beverages and tobacco products, increasing by 80%. The corresponding decision was made by the Cabinet of Ministers on April 7, the press service of the Ministry of Finance reported.
The Government Decree established the following fee per unit of excise tax stamp:

for alcoholic beverages – about 35 kopecks (the brand value increased by 16 kopecks compared to the current fee);

for tobacco products, products containing tobacco for electric heating (TIEN) using an electronically controlled heater and liquids used in electronic cigarettes – about 16 kopecks (or +7 kopecks at the current fee).
The Ministry of Finance noted that the value of the excise tax stamp has not changed since 2014.
The fee increase is explained by the increase in costs associated with the production, storage and sale of stamps. So, this year, the value of security paper has increased 2.1 times compared to 2022.
In addition, it is noted that when calculating the cost of producing excise tax stamps, it is necessary to take into account:

growth in 2023 of the cost of manufacturing Banknote and Mint intaglio forms of the National Bank of Ukraine by 56%;

increasing energy prices and use of alternative sources;
-
an increase in the complexity and cost of logistics operations, maintenance and repair services for foreign-made equipment, etc.
Recall that earlier the head of the Council Committee on Finance, Taxation and Customs Policy Daniil Getmantsev said that from July 1, VAT on fuel will again be 20%.
