“The first reason is not so much war as the National Bank’s currency restrictions. With the amnesty formula, we have given the possibility that if you legalize your money in a currency, you can deposit and withdraw from your account in foreign currency and can’t beat the exchange,” said Getmantsev.
The deputy recalled that this became impossible, because monetary restrictions began to operate from the first days of the war.
“I understand and support the decisions of the NBU, they helped to prevent a significant inflow of foreign currency and, as a result, a serious devaluation of the hryvnia, but they had a negative impact on the amnesty,” he said .
In addition, according to Getmantsev, the 2% turnover tax introduced by the parliament after the start of the war “played unexpectedly”, because people, by registering as sole proprietors, could make their money previously received with tax evasion is legal. Therefore, this tax acts as a competitor to the tax amnesty.
