Municipal savings banks can now issue credit cards, says GSB

A few weeks ago, Congress strongly approved an initiative to allow municipal savings banks to issue credit cards, and it was indicated that only regulation of this measure was expected.

However, the Banking, Insurance and AFP (SBS) indicates that only the approval of this measure is sufficient and that savings banks can now provide Credit cards to their customers and do not need new regulation.

“Municipal savings banks have been able to issue their credit cards since the law was published, they must strictly adhere to what the law says, there is no need to wait for regulation,” said SBS Deputy Superintendent of Banking and Microfinance Jorge. mogroveho.

As noted, boxes they will only need to apply the same rules that have been in place for banks to deliver this product, which have been in place since 2012.

Now boxes no longer require SBS to authorize them, so they can now launch their cards. But before that, they have 10 days to submit a report to SBS describing their product, just like other entities do.

” municipal boxes they only need to comply with the circular that concerns the supervisory aspect, after the launch of the product within 10 days, they must receive this report,” the official said.

This report is not an endorsement, but serves to provide a detailed description of the operational process, service channels, target market, and risks.

It should be noted that under a law passed at the urging of Congress, savings banks may issue cards if they have assets equivalent to UIT 75,000 or S/371,250,000 in their third year of operation. If they do not meet this requirement, they will need permission from the SBS.

The representative of the SBS also indicates that before the issuance of cards boxes they have to make sure their product has all the risk, infrastructure, and technology policies in place, because “if it didn’t, the committee would be reckless.”

Mogrovejo also warns that if savings banks grow too fast in the credit card business, they could end up absorbing their capital.
