He recalled that this year Ukraine has already received $31 billion in loans and grants to support the budget. The monthly deficit of funds is at the level of 4-5 billion dollars.
“The fact that we were given $31 billion in 2022 is not manna from heaven, which for some reason fell on Ukraine, but we are happy to console ourselves with it,” said Marchenko.
The reason for the uneven flow of funds is that Western countries initially did not plan to give Ukraine these loans and grants. The governments of the partner countries made these decisions “from the wheels”.
“They changed their own budgets and found solutions within budget periods – it was expensive,” Marchenko explained.
He added that there are no funds for the military campaign in the budgets of these countries, because they do not plan the war.
“It would be strange if someone pledged funds in advance, even predicting a military campaign. Because starting a military campaign is a particularly individual political decision of a person,” insisted the head of the Ministry of Finance.
Earlier, Marchenko said that defense spending in Ukraine has increased six times. At the same time, the country is ready for a military campaign throughout 2023.
