“We hope to have a larger program in March that will be part of the reconstruction process and help build a ‘macroframework’ for other donors,” he said at the annual meeting of the Professional Government Association (PGA).
According to Rashkovan, the approved program contains conditions that must demonstrate to other donors and partners that Ukraine is capable “not only to resist Russia in wartime, but also in difficult conditions to introduce its policy changes to make macro-corrections. , make the economic situation more stable, reduce the budget deficit, do not allow cash financing next year, cooperate more with donors.”
“The level of uncertainty is very high, but the program is for four months, during which we must demonstrate that Ukraine is capable of implementing complex programs,” said Rashkovan.
Rashkovan added that he does not believe in a “big Marshall Plan for Ukraine” but believes in coordination, where Ukraine’s participation is key.
