Russian war criminals should consider Ukraine’s civilian infrastructure a “legitimate” military target. In particular, bridges, transport stations, roads, energy facilities, factories. This was stated in the statement of the Deputy Chairman of the Security Council of the Russian Federation, Dmitry Medvedev, which he published on his Telegram channel on Friday, December 16.
The Russian politician says that “within the framework of the named rules of war” they are:

enemy troops (legal combatants and illegal combatants) unofficially withdrawn from its armed forces;

enemy military and auxiliary equipment;

objects related to military infrastructure, as well as civilian infrastructure that contributes to the achievement of military goals (bridges, transport stations, roads, energy facilities, factories and workshops, at least partially fulfilling the orders of the military, etc.);

the military-political leadership of the enemy country;

the armed forces of other countries that have officially entered the war, which are allies of the enemy country, and the objects located in their territory, mentioned in paragraphs 1-4.
The Russian official reiterated his justification for the Kremlin’s propaganda stamps that NATO countries have allegedly declared a “hybrid war” on Russia.
He also asked some “rhetorical questions”: can arms supplies to Ukraine be considered an attack on Russia? He also “asked” whether NATO member countries are legitimate military targets for the Russian Federation?
Recall that Medvedev had earlier talked about Russia’s “legitimate” goals. In particular, he claimed that the Patriot air defense system, if delivered to Ukraine, would be a “legitimate target” for Russian invaders.
