Russia is once again showing its blatant disregard for international law, the EU’s head of diplomacy said.
EU High Representative for Foreign Affairs and Security Policy Josep Borrell said he was surprised and amazed at the night of the deployment of Russian troops in Kyiv, where UN Secretary-General António Guterres and Prime Minister visited Bulgaria’s Kirill Petkov. Borrell wrote it in Twitter.

The UN Secretary General himself also said he was surprised that Russia launched a missile attack on Kyiv while he was in the city for talks with President Zelensky.
