The price of a Russian war in Ukraine risks putting Russian President Vladimir Putin in a financial predicament where he cannot balance maximalist goals in Ukraine with global campaigns. This was announced by the American Institute for the Study of War (ISW) in a report on December 12.
According to the UK Ministry of Defense, Russia’s defense spending has increased significantly and will reach more than 30% of Russia’s total budget by 2023.
“Thus, Putin continues to deplete his budget for the war in Ukraine, and in the process, he may have to stop funding other international or domestic campaigns,” analysts said.
They believe that Russian forces have long since transferred equipment and personnel from other conflict areas, such as Syria and Nagorno-Karabakh, and may abandon other battles and soft power operations in favor of continuing protracted war in Ukraine.
“Putin remains apparently unwilling to sacrifice his geopolitical initiatives in the short term and risks running into a financial crisis… He, for example, has continuously tried to restore Russia’s position in Central Asia, which has not successfully proposed a tripartite alliance between Russia, Kazakhstan and Uzbekistan at the end of November and during the meeting of the Supreme Eurasian Economic Council in Bishkek,” the report said.
In addition, Russia’s spending on soft power initiatives in the region has already angered some pro-war bloggers who have criticized the Kremlin for allocating nearly six billion rubles to build Russian-language schools in Tajikistan when not providing Russian forces on the battlefield.
Recall that earlier British intelligence reported that the Russian state budget for 2023 was too optimistic and did not meet the cost of the war.
