The comparison is bold and underappreciated within the venerable establishment. The English press recently compared the House of Lords to the National People’s Congress of China. The two legislatures are indeed the most populous in the world, and both are composed of unelected MPs… True, the upper house of the British Parliament is far from the 3,000 representatives of the Beijing Assembly, but it still has about 800 members. It is a record figure in Western democracies. And the latter are appointed in a strange and undemocratic way, often in gratitude for the political services rendered.
