The Russian campaign of attacks on Ukraine’s civilian infrastructure was strongly condemned on Tuesday by virtually every member of the UN Security Council, who warned of a harsh winter ahead for the country’s population.

“Russia continues its aggression and uses winter as a weapon of war,” condemned Nicolas de Rivière, the French ambassador to the UN, who, together with Mexico, convened the highest governing body of the organization to address the humanitarian situation in Ukraine.

According to De Riviere, “systematic” attacks on Ukrainian infrastructure during freezing temperatures “reflect a clear desire to Russia make Ukrainians suffer, deprive them of water, heat and electricity in the hope of undermining their resistance.”

The representative of Mexico, Juan Ramon de la Fuente, stressed that the shelling of the electricity grid, together with the cold, creates a new dimension to the humanitarian crisis experienced in Ukraine.

“We reiterate our urging to end these attacks and step up efforts to restore the power grid,” de La Fuente said in a message that was echoed by most countries in the Security Council.

Even China calls for containment of Russia

China, despite taking a cooler stance than others in the face of the Russian invasion, has made it clear that it wants “attacks on civilian infrastructure” to stop and for the damage to be repaired as soon as possible to avoid suffering the most vulnerable.
