“For his willingness to serve, he received the rank of mayor and the position of deputy head of the administration department. He was even given a diploma with a two-headed chicken for high performance. This award was dedicated to the 104th which is the anniversary of the creation of the Criminal Investigation Department of the Russian Federation,” the State Bureau of Investigation said in a statement.
