Without external funding, authorities cannot provide social benefits and salaries.
Ukraine has exhausted all its economic possibilities, and without financial help from outside, Ukrainians may be left without pensions and salaries. Prime Minister Denys Shmygal spoke about this in an interview for the Frankfurter Allgemeine Zeitung.

According to him, Ukraine received most of the funds from the United States and the European Union.
Shmygal noted that Germany is at the forefront of financial aid, however, 3 billion euros from the promised European package of 9 billion have been blocked, among other things, because Berlin proposes to give these funds in the form of grants, not loans.
“For us, the most important thing is that they come as soon as possible. We need it for the survival of our financial system. Whether it is a loan or a grant is of little importance. We have exhausted all possibilities of saving. ,” said the prime minister.
The head of government added that Ukraine’s defense budget accounts for 60% of government spending, so Western financial aid goes to social needs, and delays in receipts could have adverse consequences.
“If we are talking about a very negative situation, we will no longer be able to pay either salaries or pensions. Therefore, the financial stability of Ukraine is as important as military security or the supply of ammunition,” said Shmyhal .
Recall that this week Ukraine received 2 billion euros of EU financial aid out of 5 promised by the end of the year.
Ukraine received $1.3 billion in additional IMF financing last week.
