PACE appreciates the importance of recognizing the Russian Federation as a terrorist regime

He also emphasized that thanks to the PACE rules adopted in 2019, two days after the Russian war, it was decided to suspend the rights of the Russian Federation to the organization, and three weeks later – to exclude it from the Council of Europe .

“I think it will hit other international organizations,” Cox said.

At the same time, he said: “The UN does not have such rules. The OSCE does not have such rules either.”

At the same time, Cox said, “I learned from colleagues who work at the OSCE that they are talking about the situation because Russia is blocking everything. And if the organization does not work because one of the member countries is blocking it, then the something. do (…) the OSCE can discuss it, but it is not for me to give such advice.”

According to the PACE President, the UN must also decide.

“It must find answers to questions such as the inability to use the best existing system, the International Criminal Court for situations of aggressive war. Because the current mandate does not allow it, and to change the mandate, it is necessary not to reject the Security Council, and the main instigator said that this will never happen. Then you have to find a solution to this situation. And the consequence of this situation is the understanding that if it is impossible to solve it with help of certain structures, although the entire world community understands that an aggressive war has been waged and that it cannot be left with impunity, then it is necessary to create other structures,” said Cox.

“I think President Zelensky has recognized that I am in favor of an international justice system that can resolve this situation,” Cox added.

Recall that on the eve of PACE Russia was recognized as a terrorist regime, becoming the first international organization to make such a decision.
