Rasmussen described the agreement as an important formal codification of Western support already given to Ukraine since the Russian invasion began in February.
“The purpose of the plan is to strengthen the ability to repel Russian attacks by conducting large-scale joint exercises, providing advanced defense weapons systems and supporting the development of the country’s own military-industrial base,” he explained.
Rasmussen is known to have been working with Presidential Office chief Andriy Yermak on the proposal since May and began formally presenting the plan to NATO governments this month, starting in Washington.
Earlier, Zaluzhny had a telephone conversation with the Chairman of the Joint Chiefs of Staff of the United States, General Mark Milley. The colleagues discussed the issues of meeting the needs of the Ukrainian Defense Forces.
