An accusation was sent to the court against the former deputy head of the Main Directorate of the Ministry of Internal Affairs of Ukraine in the Odessa region – the head of the public security police. He was charged with conspiracy to organize mass riots, abuse of power and official position, conspiracy to seize government buildings, as well as interfering with the activities of a law enforcement officer. . The investigation established that the accused conspired with representatives of pro-Russian groups and anti-Ukrainian social movements Anti-Maidan and, using the power and official position granted to him, contributed to unrestrained commission of mass riots on May 2, 2014 in the area of the Russian Academic Theater on Grecheskaya Street in Odessa. Because of this, eight people received bullet wounds, six of them died.
The accused deliberately did not take measures aimed at stopping the disturbances by the police units. He did not organize the collection and arrival at the scene of other unused public security police units, forbade his subordinates to use special methods against offenders and did not ensure the detention of people involved in labor of crimes.
In addition, on May 4, 2014, the defendants assisted representatives of the public Anti-Maidan movement in seizing the premises of the police department of the city of Odessa and freeing those detained on suspicion of rioting. He gave subordinate police officers instructions to illegally release 63 people from the temporary detention facility.
Since the accused has been hiding from law enforcement agencies for a long time and is on the international wanted list, he was captured with the permission of the court and a so-called absentee special pre-trial investigation was conducted. The court also applied a measure of restraint to him – detention.
It should be noted that for committing crimes related to these events, a total of nine people were brought to criminal responsibility from law enforcement officials – the chiefs of the police of the Odessa region and city and the their structural divisions. The cases against them are considered by the courts.
Pretrial investigation in criminal proceedings is conducted by investigators of the State Bureau of Investigation.
Recall that on May 2, 2014 in Odessa, during the riots, 48 people died and more than 200 were injured, most of them died in a fire at the House of Trade Unions.
Law enforcement officers have opened about a dozen criminal proceedings on different facts, the most established being the case about the events in Greek Square, where the first clashes between activists took place pro-Russian and pro-Ukrainian.
