One of the main problems with fraud under the guise of volunteers is the sale of vehicles for the Armed Forces of Ukraine.
President Volodymyr Zelenskyy held a meeting with Interior Minister Denis Monastyrsky and National Police Chief Igor Klymenko, where they discussed the situation with the sale of humanitarian aid allegedly received by volunteers for the Armed Forces of Ukraine and population.

“The contribution of our volunteers to the success of Ukraine is huge. But, unfortunately, the facts about dishonest activities also appear. One of them is the case of selling cars for the Armed Forces of Ukraine, which has received a lot of attention these days,” Zelensky wrote on Saturday, September 10.
According to the president, “making money from our defenders is unacceptable. It is a crime not only from the point of view of the law, but also from the point of view of human conscience. Thieves and fraudsters cannot be voluntary .”
According to Klymenko, since the beginning of the Russian invasion, 404 cases of illegal sale of humanitarian aid have been registered.
“Unfortunately, the credibility of volunteers is used by scammers who embezzle charitable contributions or sell humanitarian aid. Since the start of Russia’s all-out invasion of Ukraine, the National Police of Ukraine has registered 404 such a case. 79 people have already received suspicions in these criminal proceedings,” said the police chief.
According to him, the illegal sale of humanitarian aid remains the most widespread method. Thus, a case of illegal sale of cars to servicemen under the guise of a number of charitable public organizations was previously documented.
“A military man, looking for a car for his brother, came across an announcement of a charitable foundation. However, as it turned out, you have to pay for the cars – 5,500 euros for two cars. “free humanitarian aid ,” said Klymenko.
Such a method was used by two men who disguised themselves as many charitable organizations. Among them is the NGO “Nezavisimye”, the head of which Svyatoslav Litinsky is a witness in this criminal trial.

“One of the defendants, providing documents from the NGO Nezavisimye, negotiated with philanthropists to buy cars abroad for military needs. When the cars reached the border of Ukraine, pseudo-volunteers cleared them through other charitable foundations, indicating that these cars will be given to the military units of the Armed Forces of Ukraine,” said Klymenko.
The police documented these facts and conducted searches of organizations, foundations and places of people mentioned by the defendants during the negotiations. Investigators have subpoenaed two people to serve them with a notice of suspicion for the illegal use of humanitarian aid for profit.
“These individuals will be held criminally responsible for their crime. But the worst thing about such stories is the shadow cast by the attackers on the activities of real volunteers. And our task is to expose and bring to justice all those who seek to use the authority of philanthropists for their own enrichment,” Klymenko stressed.
The other day, law enforcement officers reported that in Kyiv, in the Kyiv and Lvov region, searches were underway in a fraud case involving three people, among them the Lvov activist Litinsky. The defendants used the marks of public organizations and sold cars intended for the Ukrainian military.
