The Ministry of Communications and Territories of Ukraine and the European Commission today, September 25, agreed with the continuation of the “rejection of the transport visa” – an agreement on freight transportation for 15 months.

Thus, the “refusal of a transport visa” will work, at least by March 2027, ”the ministry says. – This means that Ukrainian carriers and carriers of the European Union will still require special permits for bilateral and transit transport.
The agreement has traditionally operated within one year. In June 2024, agreements were continued for the third time. At the same time, the parties agreed that liberalization would be automatically expanded by the end of 2025 in the absence of negative impact on the parties on the agreement and the absence of violations.
Earlier, the expansion of the agreement was supported by the majority of the countries of the European Union.
The extension of the agreement does not provide for the implementation of updated rules for its implementation. As before, carriers from the countries of Ukraine and the EU must comply with liberalization standards. In particular, we are talking about marking trucks, the accessibility of a license and documents for the cargo, ”the ministry says.
It is noted that, as part of the continuation of the agreement, Ukraine has undertaken and continues to implement regulation in the field of road transport, which corresponds to the European integration obligation:
- By the end of 2026, Ukraine should introduce key provisions on business interpretations of companies, the use of intellectual tachographs, training of managers and managers of transport companies;
- After July 1, 2026, new registered freight vehicles should be equipped with smart tachographs.
The liberalization agreement between Ukraine and the EU was signed in June 2022 in response to a full -scale Russian invasion and destruction of logistics chains.
Liberalization of transport allows Ukraine to facilitate Ukraine’s access to world markets, provides stable transit of goods through the EU countries and strengthens trade relations between Ukraine and the EU, the ministry says.
