“I don’t want to make money in the war in Ukraine. But we make money because they buy our weapons,” Trump said.

Deliveries are implemented as part of the prioritized Ukraine List (Purl) mechanism. According to the program, Ukraine develops a list of military needs and transferred it to NATO.
