The main social aid will be provided in the most vulnerable categories of the population as a major way to overcome poverty and respond to complex life conditions.
The Cabinet has offered Ukraine ministers an introduction of basic social assistance from the beginning of 2026, replacing the current target assistance system for low families. At a government meeting on Wednesday, September 17, a bill was supported by the bill on amendments to some of Ukraine’s legislative actions regarding the provision of basic social assistance. “This was announced by the Cabinet’s representative to Verkhovna Rada Taras Melnichuk on his telegram channel.
As Melnichuk noted, this document provides for the transformation of social assistance to low -conscious families in the basic form of support and integration of its individual types.
The main social assistance is aimed at supporting the most vulnerable categories of the population, which acts as the main tool for combating poverty and reaction to life’s difficulties. Its size is planned to set as a difference between the total amount of key indicators for all family members and the average monthly joint family income.
The Ministers’ Cabinet representative also said that within the framework of the bill, the calculation structure of the basic value for the family was suggested: it would be 100% of the indicator for the first family member (representative) and 70% for each next. For children under the age of 18, as well as people with disabilities in the I II group, this indicator will be determined at 100%level.
As you know, from July 1, 2025, an experimental project has been launched in Ukraine – basic social aid. Earlier, the Ministry of Social Policy prepared a corresponding bill for reforming the social support system and introducing an equal type of payment – basic social aid. It is then reported that the base value is 4,500 hryvnias.
