When asked about Johnson’s position on this occasion, he said that the sanctions against Russia were in a long time.
“In my opinion, desperate times are asking for desperate steps, and I think that with the right penalties against Russia have long been rushed. Congress has a great interest in it, so we are willing to work with the White House and our colleagues from the Senate in the House of Representatives to do it, and I personally want to do it,” Johnson said.
When asked if Congress was waiting for the president to give a green light, the speaker replied that Congress could not act on his own initiative.
“Congress really can’t act on its own initiative, because … the President must sign any of our law. So it must be a partnership,” Johnson said, adding that Congress is subject to the commander to the leader.
