Budapest in court is debating the EU Council on the Transfer of Profit from the management of frozen owners of the Russian Federation for Military Assistance in Ukraine.
Hungary has filed a lawsuit against the EU Council and the European Fund of the World (EPF), challenging the decision to use revenue from frozen Russian possessions to support Ukraine. The portfolio reported it.
The government filed a lawsuit in the General EU court in Luxembourg on July 11, 2025. On August 25, the case was officially registered and published in the “official EU Bulletin”.
The Budapest did not argue the EU Council’s decision of May 21, 2024, which provides 99.7% of income from the management of frozen possessions of the central Russian central bank should be transferred to European funds in the world. In these funds, the EU military assistance in Ukraine.
Hungary also required the removal of the EPF Management Committee’s decision of February 2025, which approved the mechanism for implementing this decision. According to Budapest, when the document was accepted, the procedure was violated, in particular, Hungary was released by the right to vote.
The Budapest insists that the decision made in violation of legality principles and procedures generated in the EU agreements and require its cancellation. At the same time, the case consideration of the case may take several years, and before the final payment decision in Ukraine will not stop.
The EU court’s decision in this case will have an earlier value: if the Hungary’s win, such decision -schemes are not considered to be the right of the veto can be impossible. If it disappears, other states will receive more opportunities to prevent blocking from Budapest.
