The United States is ready to discuss with Russia a new strategic offensive arms control system, but the negotiations need an honest partner. This was stated in a statement by US President Joseph Biden on the eve of the 10th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons.
“Today, my administration is ready to quickly negotiate a new arms control system that will replace START III when it expires in 2026. But negotiations need a partner in good faith, willing act. And Russia’s brutal and unprovoked aggression in Ukraine has shattered the peace in Europe and constitutes an attack on the fundamental principles of the international order,” Biden said.
According to Biden, Russia must show that it is ready to continue such work. Biden is also pushing to include China in strategic stability talks.
“In this context, Russia must show that it is ready to continue work on nuclear arms control with the United States. China also has a responsibility as a nuclear weapons state under the NPT and a Lima member to engage in the negotiations that will reduce the risk of miscalculation and resolve the problem of destabilizing military dynamics,” Biden added.
