The Kharkov region reported the suspicion of the director of one of the state sanatoriums Prat Ukrprofozdorovnitsy, who allegedly appointed 78.8 million UAHs allocated for the rehabilitation of children and military personnel. This is announced by the Office of the General Prosecutor.
It was noted that on February 2023, a population care agreement under the medical guarantee program ended between Sanatorium and National Health Service, in particular, according to Package No. 53, the help of rehabilitation of adults and children at a stationary amount of UAH 122.3 million.
According to the investigation, to sign this Agreement, the sanatorium director declared inaccurate information regarding compliance with all NSZU requirements for the provision of rehabilitation assistance.
In fact, in violation of industry standards for providing rehabilitation assistance in the absence of a material and technical base and medical personnel, sanatorium cannot provide the amount of services under the medical guarantee program. In addition, the institution has ignored most of the major orders, no approved clinical protocols, provisions in departments, the duties of medical personnel, etc. have not been developed.
To give his actions a legitimate nature, the director has done working with physical and rehabilitation assistance mainly “on paper”, concluding fictional agreements with subcontractors for providing laboratory research services and instrumental diagnostics. All of this is impossible for patients to get full rehabilitation assistance and to break the confidence of citizens in the healthcare system as a whole.
