It noted that the states had informed the EU executive about frozen assets worth 29.5 billion euros, including yachts, helicopters, real estate and works of art.
Approximately 196 billion euros of transactions were also blocked.
However, only about half of the 27 EU countries reported steps they had taken to freeze assets.
