Against the backdrop of heavy combat losses in the Russian army, there was a shortage of officers.
In order to fill these vacancies, a mass assignment of the officer rank of “junior lieutenant” to non-commissioned officers without relevant experience and education has begun, the Defense Ministry’s Main Intelligence Directorate reported on July 29.
Fight against national minorities
Another reason for the shortage of personnel is the reluctance of military personnel of the Armed Forces and the National Guard from the Far Eastern regions to fight in Ukraine. In particular, because they are often included in the so-called “consolidated units”, which are not formed on a professional basis. as a result, a significant number of their military do not have proper training, which leads to an additional increase in losses.
Many occupiers who participated in the hostilities do not want to return to their units, citing health problems as the reason for refusal. To prevent the “outflow of personnel”, the leadership of the Armed Forces of the Russian Federation forms military medical commissions. Their main task is to identify military personnel who imitate diseases and injuries in order to evade participation in hostilities.
Overt mobilization
On the territory of the Rostov region of Russia in small settlements, active measures are being taken to mobilize the preparation of persons liable for military service. Regional military commissariats recruit young people who have served in the military and have artillery experience. Persons who served in the infantry troops are recorded in the military reserve.
They are informed about the need to arrive on a call for the rotation of military personnel participating in the war against Ukraine (specific dates are not announced). Now, from almost every village in the Rostov region, from seven to ten local residents are called up for military service.
In the Belgorod region of the Russian Federation bordering Ukraine, local residents began massively destroying their own property in order to receive compensation from the authorities for alleged shelling by Ukraine. In the region, the number of complaints against the authorities about its inability to provide high-quality repairs to damaged buildings is increasing.
