Europe became the leader in the direction of making weapons for Ukraine. This is proven by studying the Kil Institute of the World Economy Ukrain Support Tracker.
It is noted that from the beginning of an entire war until June 2025, Europe has allocated at least 35.1 billion euros of military assistance by obtaining a defense – 4.4 billion euros more than the United States. At the same time, a significant portion of the weapons provided is no longer derived from stocks, but are purchased directly in the defense industry.
In the first instance since the start of the work of the Donald Trump administration, the states approved a significant amount of weapons exports in Ukraine, but KYIV should supply these purchases to themselves.
Germany provides a military assistance package to 5 billion euros, which is the biggest bilateral assistance, according to the study. Next is Norway, Germany with 1.5 billion euros and Belgium with a contribution of 1.2 billion euros. The Netherlands, the UK and Denmark provided 500-600 million euros each.
According to experts, Europe has purchased more military assistance through industrial contracts than the United States. In the 10.5 billion Euro of European military assistance allocated in May and June 2025, at least 4.6 billion euros were planned to be shipped through purchases to defense companies, and would not take from available reserves. These contracts are primarily completed by European and Ukraine -based companies, which suggests increasing the role of defense of military assistance, researchers’ record.
According to the head of the Ukrain Support Tracker Project Tarot Nisikawa, military assistance in Ukraine is increasingly determined by the capacity of the defense industry. Europe has now purchased many weapons under new defense contracts than the United States, indicating a clear transition from the use of arsenals to industry production.
Ukraine’s financial support today largely depends on the loan mechanism during the season. This initiative, launched by the G7 and the European Commission, provides Ukraine as a whole for 45 billion euros of loans funded by receipts from frozen Russian owners. In May and June, the EU allocated 2 billion euros, Canada introduced 1.5 billion euros, and Japan provided about 2.8 billion euros.
At the same time, Nisikawa noted that the help promised in October 2024 is gradually paid, the available funds are reduced, and if the donors can maintain this support level in the long run, it remains uncertain.
As you know, the Ukrain Support Tracker Project monitors open military, financial and human assistance data in Ukraine. The study covers 40 countries, including EU member states, G7, as well as Australia, South Korea, Turkey, Norway, New Zealand, Switzerland, China, Taiwan and India. EU institutions are included as a separate donor.
Keep in mind that the United States has developed a new method for Ukraine’s weapons: It is suggested to create a special funding for the accumulation of funds by which weapons can be purchased.
