In Texas, a sudden flood occurred, taking the lives of at least 13 people, 23 children were listed as missing. Local authorities reported that as a result of a strong rainfall, the water level in the Guadalup River rose to eight meters to 45 minutes, Reuters reported.
City official Dalton Rice told reporters that severe floods occurred before dawn, almost no warning, that the evacuation measures were impossible.

Texas Den Patrick’s Vice-Governor said at a press conference that authorities were looking for 23 girls who were considered missing over 700 children in the summer camp, when he was flooded about 4 in the morning local time.
Most children, according to authorities, are safe, but they do not immediately evacuate due to the fact that the roads are not restrained due to a high water level.
“Everyone does everything possible to save these children,” said Rob Kelly, the Kerr County judge and the leader who selected the district officer, in a briefing.
He said that separate residential homes, parking for trailers and campsites were most affected.
Patrick said Guadalup’s river level rose 26 feet (eight meters) to 45 minutes during a heavy rain. Search and rescue groups use 14 helicopters and nearly a dozen drones to examine the area, and hundreds of landlords have performed rescue operations in trees and in fast water.
“In these areas, further rain is predicted. Although heavy rain, new floods can occur. In the next 24-48 hours, a threat of sudden flooding from San Antonio to Weiko remains, as well as risks remain in the west and central Texas,” Patrick said.
Officials said to eliminate the consequences of elements that attract security officials to the United States coast and the Federal Emergency Agency (FEMA) to help local authorities cope with the crisis.
