The Ukrainian delegation tomorrow, June 2, during negotiations in Istanbul will present a memorandum that contains a ceasefire, monitoring a truce and the need to satisfy Vladimir Zelensky and Vladimir Putin.
This was reported about the publication “Public”, which received the full text of the memorandum of Ukraine.
It is noted that the memorandum provides the following key principles:
- Complete and unconditional ceasefire in the sky, on land and at sea as a prerequisite and a premise for peaceful negotiations;
- Measures to strengthen trust – Solution of humanitarian problems: the unconditional return of all deported and illegally displaced Ukrainian children. Exchange of all captives for the principle of “All on All”. The liberation of all civilian hostages by Russia;
- Unique aggression: The purpose of the negotiations is to maintain a constant basis for the long -term world and security and guarantee that aggression is not repeated;
- Security guarantees and the participation of the international community: Ukraine should get reliable security guarantees. The parties will invite the international community to take part in the negotiations and provide guarantees to ensure the implementation of agreements;
- sovereignty: Ukraine is not required to be neutral. The state can choose part of the Euro -Atlantic community and go to EU membership. The membership of Kyiv in NATO depends on the consensus in the alliance. There are no restrictions on the quantity, deployment and other parameters of the Ukrainian defense forces, as well as the deployment of troops of foreign states in Ukraine;
- Territorial issues: Territorial achievements made by the Russian Federation since February 2014 are not recognized as an international community. The clash line is the starting point for negotiations. Territorial issues are discussed only after a complete and unconditional ceasefire;
- Sanctions: Some restrictions can be removed from Russia, but in stages and only gradually, with the mechanism for updating sanctions as necessary. Frozen Russian sovereign assets are used to restore Ukraine or remain frozen before paying for reparations;
- Implementation of the Agreement: A clear, balanced and achievable roadmap for the implementation and implementation of transactions.
The next step – Coordination of the ceasefire and a meeting of the leaders of the agendaAfter a meeting in Istanbul, the parties will continue negotiations that will be concentrated on a complete and unconditional ceasefire:
- its terms and monitoring;
- measures to strengthen trust;
- Preparation and approval of the agenda of future negotiations on key issues;
- Negotiations will be held with the participation of the United States and Europe.
Stop fire:
- A complete and unconditional ceasefire in the sky, on land and at sea for at least 30 days (with the possibility of continuing every 30 days) as a prerequisite and prerequisite for peace negotiations;
- Crossing monitoring, headed by the United States and supported by third countries.
Growing confidence measures:
- After a successful exchange of prisoners of war as a result of negotiations in Istanbul, the parties continue the process of exchanging all prisoners of war (the principle of “All on All”);
- An agreement on the unconditional return of all deported and displaced Ukrainian children, as well as the release of all civilian prisoners by the Russian Federation. These measures should be applied to all categories of persons listed since February 2014.
Meeting leaders:
- The leaders of Ukraine and Russia will meet to reconcile the key aspects of the final peaceful settlement.
Key issues of a peace agreement that should be agreed by the leaders:
- Constant and complete cessation of hostilities: conditions, monitoring, sanctions for violation;
- security guarantees and unique aggression;
- territorial problems;
- Economics, compensation, restoration of Ukraine;
- Sanctions for violation of a peace agreement;
- The procedure for concluding a final peace agreement.
On May 28, the Minister of Defense was raising Umarov said that Vladimir Medinsky, who reflects the Ukrainian position on the ceasefire between Ukraine and the Russian Federation, said the head of the Russian delegation of negotiations.
On the same day, the Ministry of Foreign Affairs of the Russian Federation Sergey Lavrov said that the Russian side was ready to present its “memorandum” of the Ukrainian delegation, already in negotiations in Istanbul planned on June 2.
Yesterday in his evening video, the President of Ukraine Volodimir Zelensky said that Kyiv had never received a memorandum promised by Moscow. According to him, neither Ukraine, nor in Turkey, nor in the United States there is no information with which the Russian delegation is going to negotiate in Istanbul on June 2.
