A special US president’s envoy in Ukraine and Russia, Kit Kellogue confirmed that the United States has received a Ukraine memorandum, but is still waiting for the Russian memorandum.
At the same time, he said Ukrainian authorities should not refuse negotiations, even if Russia does not provide its memorandum in advance. He noted that the Ukraine memorandum contained 22 conditions, which he called “quite good” and “rational.”
The publication remembers that Russia refused to provide a memorandum, saying that it would only be shared during the new cycle of negotiations in Istanbul, which motivated Ukraine to accuse it of slowing the peace process.
Kremlin spokesperson Dmitry Peskov said the memorandum was “not public” and the Russian delegation was ready to meet with Ukrainians on Monday morning in Istanbul.
