In addition to Ukrainians and Haitians, documents mention Afghans, Palestinians, Libyans, Sudanese, Syrian and Yemensy – they can also be the target audience of the voluntary return program. The documents suggest that Mom does not support people’s return to any of these countries.

The documents have a “preliminary discussion”, and the DHS spokesman called them “outdated”, as they dated until the end of April-the beginning of May. However, the DHS and the State Department last week signed an agreement that provides for the same procedure and the same amount – $ 250 million – though it does not mention specific nationality.

Critics of the plan, especially former officials, have called it inhuman and opposed the traditional American values. They also expressed doubt about whether such use of funds was illegal, as they intended to help refugees.

However, later the US Department of Internal Security representative said the email was sent by accident and that the Ukrainian program was created after the Russian invasion of the country in 2022 did not stop. It is unknown how many Ukrainians received this email.

Without migrant programs

In January, US Department of Internal Security officials ordered a number of programs that allow migrants to temporarily live in the United States, including a major initiative, which provides the possibility of entering the country for Ukrainians.

In addition to Ukraine, these programs have offered a path to migrants from Cuba, Haiti and Venezuela. The decision of the Trump administration also indicates that a large -scale suppression against a wide range of programs that allows people to temporarily enter the country.
