Volodymyr Zelensky, the President of Ukraine, approved the composition of the delegation for negotiations with representatives of Turkey, the USA and the Russian Federation, which are scheduled for May 15–16 in Istanbul.
The corresponding decree No. 306/2025 “On the delegation of Ukraine to participate in the negotiations on the achievement of a fair and sustainable world” of May 15, 2025 was published on the president’s website.
According to the document, the delegation is headed by the Minister of Defense Rustam Umarov.
In addition, this included:
- Sergey Kislitsia – First Deputy Minister of Foreign Affairs;
- Alexander PID – Deputy Chairman of SBU;
- Oleg Lugovsky – First Deputy Head of the Foreign Intelligence Service;
- Aleksi Shevchenko – Deputy Chief of the General Staff of the Armed Forces;
- Vadim Skibitsky – Deputy Head of the Main Directorate of Intelligence of the Ministry of Defense;
- Evgeny Shinkariv – Deputy Chief of Staff of the Armed Forces of the Armed Forces;
- Oleksandr Diakov – Deputy Chief of Staff of the Navy of the Armed Forces of the Armed Forces;
- Alexey Malovatsky – head of the Department of International and Operational Law of the Central Legal Administration of the General Staff of the Armed Forces of Ukraine;
- Oleksandr Sherihov – senior officer of the main operational department of the General Staff of the Armed Forces;
- Georgy Kuzmichov -officer of the protocol of the apparatus on the provision of official activities of the commander -in the Armed Forces of the Armed Forces of the Armed Forces of the Armed Forces;
- Alexander Bevz is an adviser to the Presidential Head.
It is noted that the head of the delegation can be changed by the president, and also participates in the prescribed way to ensure the work of delegation of employees of state bodies, enterprises, institutions, organizations, in accordance with their leaders, scientific advisers and experts.
The document also approves the Directive of the delegation of Ukraine and recognizes the fact that the presidential decree No. 211/2022 “On the delegation of Ukraine to participate in negotiations with the Russian Federation for the preparation and approval of a draft agreement on security of Ukraine” of April 4, 2022.
