The National Bank of Ukraine advocates changing the parameters of the state mortgage program “Eosel” to expand the access of Ukrainians to lending housing construction.
NBU Deputy Chairman Katerina Rozhkova emphasized that the current model, although good, but does not allow mass audience to cover limited budget resources from -for limited budget resources.
We have an excellent Eosel program, but this is not enough for a mortgage of the mass market. We need to talk about changing the parameters of the program, ”the regulator explained.
The main goal of viewing is to make the program “cheaper for the budget”, which will expand the circle of its participants.
NBU proposes to change the concept of state support for a mortgage. Instead of a direct lender, he can compensate for part of the interest rate on loans issued by commercial banks. This approach successfully works in many countries and allows you to increase much more in the program.
Currently, Ukrainian banks have sufficient liquidity for lending, but cannot compete with the low rates of the state program.
If today the state support program offers 3-7%of bets, neighboring Poland has 4–4.5%. We will not reach the market rate of 4.5% in five years, ”NBU noted, recognizing the need for a gradual transition to market mechanisms.
To improve the situation with affordable housing, new laws on real estate assessment, expanding mortgage financing tools and introducing new housing mechanisms, for example, when a person first rents an apartment and then has the right to buy it, is also required.
Despite the necessary changes, the Esosel program will continue its work, and will ultimately maintain lending to subsidies.
In 2025, he had already placed a budget of 20 billion, which indicates the preservation of this direction of state support.
